The shopping landscape for international tourists has shifted significantly since the UK discontinued its VAT rebate program in 2021, post-Brexit. This policy change has redirected a substantial number of tourists towards other European shopping hubs like Paris and Milan, known for their luxury retail offerings.
In 2019, prior to the cessation of the tax incentive, about 162,000 non-EU tourists sought VAT refunds exclusively in Britain. Analysis from Global Blue, a Switzerland-based tax rebate provider, indicates that approximately 34,000 of these tourists have now redirected their shopping activities to other parts of the European Union where similar tax rebates still apply. This shift has resulted in increased spending from these tourists, rising from an average of EUR 2,900 per person in 2019 to EUR 3,800 in 2023.
France and Italy have been the primary beneficiaries of this change, attracting over two-thirds of the redirected shopper traffic. The retail sectors in these countries have experienced a notable boost, while Spain has also seen positive impacts.
Despite robust tourism metrics, including a rebound in hotel occupancy and passenger traffic through Heathrow, the UK’s retail sector, particularly luxury goods, has felt the pinch. High-profile UK retailers, including Harrods and Selfridges, have expressed concerns over the loss of tax-free shopping, which they believe has made Britain less attractive to high-spending international tourists.
Retailers continue to lobby for the reinstatement of the tax incentive, arguing that it is crucial for attracting foreign shoppers and supporting British brands. However, with an election looming and no significant political support for the tax rebate's return, many are adjusting to the new reality.
As the UK navigates its post-Brexit economic landscape, Paris and Milan are poised to cement their status as premier shopping destinations, capitalizing on policies more favorable to international tourists.
This shift in shopping destinations highlights the broader economic shifts within Europe following Brexit, affecting tourism, retail, and international spending patterns.
